In 1928 the world outlawed war, but someone apparently forgot to tell most of the modern world the good news,
especially the US Congress and President.

The Kellogg–Briand Pact (or Pact of Paris, officially General Treaty for Renunciation of War as an Instrument of National Policy) is a 1928 international agreement in which signatory states promised not to use war to resolve "disputes or conflicts of whatever nature or of whatever origin they may be, which may arise among them". Parties failing to abide by this promise "should be denied of the benefits furnished by this treaty". It was signed by Germany, France and the United States on August 27, 1928, and by most other nations soon after. Sponsored by France and the U.S., the Pact renounced the use of war and called for the peaceful settlement of disputes. Similar provisions were incorporated into the UN Charter and other treaties and it became a stepping stone to a more activist American policy. It is named after its authors, United States Secretary of State Frank B. Kellogg and French foreign minister Aristide Briand.

Countries that Renounce War in Their Constitutions

ARTICLE 11. Italy repudiates war as an instrument of aggression against the freedom of other peoples and as a means for the settlement of international disputes. Italy agrees, on conditions of equality with other States, to the limitations of sovereignty that may be necessary to a world order ensuring peace and justice among the Nations. Italy promotes and encourages international organisations furthering such ends.

ARTICLE 9. Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.  To accomplish this aim, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.      CURRENTLY THREATENED BY MILITANT MINDED LEADERS IN JAPAN WHO LACK VISION AND COURAGE.

 ARTICLE 12.The Costa Rica Army as a permanent institution is abolished. There shall be the necessary police forces for surveillance and the preservation of the public order. Military forces may only be organized under a continental agreement or for the national defense; in either case, they shall always be subordinate to the civil power: they may not deliberate or make statements or representations individually or collectively. 
It is time for Costa Rica to return to her traditional position of having more teachers than soldiers. Costa Rica, her people and her government always have been devoted to democracy and now practice their belief by dissolving-the army, because we believe a national police force is sufficient for the security of the country. We uphold the idea of a “new world” in America.
